Kyrkkeldi Kydyrbaev was born on April 1, 1961 in Chui region, Kyrgyzstan.
In 1983 he graduated with honors from the Karaganda higher school of the Ministry of Internal Affairs of the USSR.
In 1983-1988 he worked in the Department for combating theft of socialist property of the internal Affairs body of the Kara-Balta city Executive Committee as an inspector and senior operative.
In 1988-1989 he was a lecturer at the Karaganda higher school of the Ministry of internal Affairs of the USSR.
In 1989-1992 he was an adjunct of the Moscow higher school of police of the Ministry of internal Affairs of the Russian Federation.In 1992 he was a lecturer at the Bishkek higher school of the Ministry of internal Affairs of the Kyrgyz Republic.
