Emil Oskonbaev was born on 1 January, 1964 in Naryn city of Naryn region.
1986 graduated from Moscow State University named after M.V. Lomonosov, Law faculty
1986 -1987 Tien-Shan district Court of Naryn region, intern
1987-1993 assistant of prosecutor of the Kochkor district; Prosecutor of Investigation Department of the General Prosecutor’s Office of the Kyrgyz Republic; Deputy prosecutor of the Pervomaysky district of the Bishkek city; Senior assistant on special assignments of the General Prosecutor of the Kyrgyz Republic.
1993 – 1995 Constitutional Court of the Kyrgyz Republic, Head of the Legal Expertise Department; Secretary General
1999 – 2011 Head of the “Paritet” law firm
8/2011 appointed by the Parliament to the position of Judge of the Constitutional Chamber
7/2019 Vice-Chairman of the Constitutional Chamber of the Supreme Court of the Kyrgyz Republic.
